- during the period covered, people from the Black and Mixed ethnic groups were much more likely to receive a Start Up Loan than those from other ethnic groups, while Asian people were the least likely to receive a loan

What the data measures
This data measures the number of Start Up Loans given to ‘economically active’ people. In this data, economically active people are aged 18 and over and employed, or unemployed and looking for work.
Rates have been rounded to 1 decimal place.
Not included in the data
Data for 2012 is not included. This is because the majority of loans were awarded from 2013 onwards.
The data does not include people whose ethnicity was not known (5% of recipients).
How Start Up Loan rates are calculated
The rate is the number of Start Up Loans for every 10,000 people in each ethnic group.
The ethnic groups used in the data
Recipients of Start Up Loans report their own ethnicity. Data is shown for the following 5 aggregated groups:
- Asian
- Black
- Mixed
- White
- Other
The number of people from specific ethnic groups who received Start Up Loans was too small to draw any firm conclusions.
In 2018, 5% of recipients did not report their ethnicity.

In the early years of the scheme, promotion targeted people from the Black and Mixed ethnic groups. This is reflected in the rates for 2013 and 2014.

Summary of Receipt of Start Up Loans By ethnicity over time Summary
This data shows that:
- overall, 7,817 Start Up Loans were received in 2018, at a rate of 2.4 loans per 10,000 economically active people
- after a small increase between 2013 and 2014, the number and rate of loans has decreased steadily since 2014, when 14,779 loans were awarded at a rate of 4.6 loans per 10,000 people
- in 2018, people of Mixed ethnicity were nearly two and a half times as likely to receive a Start Up Loan compared with the overall rate
- since 2014, Asian people have been the least likely to receive a Start Up Loan out of all ethnic groups
- the rate of Black people receiving a Start Up Loan fell from 26.9 per 10,000 in 2013 to 5.2 per 10,000 in 2018, a fall of over 80% – this may reflect the targeting of loans towards people from the Black ethnic group in the early years of the scheme
- the rate of Start Up Loans received by those from the Mixed ethnic group rose from 14.0 per 10,000 in 2013 to 25.0 per 10,000 in 2014, but fell to 6.0 per 10,000 in 2018 – again, this may reflect the targeting of loans towards people from the Mixed ethnic group in the early years of the scheme
- the rate of White people receiving a Start Up Loan in 2018 (2.2 per 10,000 people) was about the same as in 2013 (2.3 per 10,000 people)
- although the rate for the Other ethnic group was higher in 2018 (1.7 per 10,000) than in 2013 (0.6 per 10,000), the rate has been falling since 2014 (4.6 per 10,000)
