1. Main facts and figures

  • in 2015/16 there were 669,052 children at the end of the early years foundation stage, and ethnicity was known for 612,907 (92%) of them

  • 77% were White, 10% were Asian, 6% were Mixed, 5% were Black, 2% were from the Other ethnic group and 0.5% were Chinese

The data for expected standards in development shows that:

  • in 2015/16, two-thirds of all children achieved at least the expected standard in development

  • in the broad ethnic groups, White children and children of Mixed ethnicity were most likely to meet the expected standard

  • in the more specific ethnic groups, children of Indian and Mixed White and Asian ethnic groups were most likely to meet the expected standard

  • children of all ethnicities eligible for free school meals (FSM) were less likely to meet the expected standard than non-eligible children, except Gypsy/Roma children

Things you need to know

Local authorities in England must collect and report the results for all state-funded children at the end of the early years foundation stage (EYFS).

Results are reported for children at maintained schools (including academies) and private, voluntary and independent settings.

The data does not include children whose education is not paid for by the government.

School complete each child's early years foundation stage profile (EYFSP) during the summer term of the academic year in which the child reaches age 5, unless the child:

  • has an exemption from the Secretary of State for education
  • is continuing in EYFS provision beyond the year in which they turn 5
  • has recently arrived from abroad and so an accurate and valid assessment cannot be completed
  • has spent a lengthy period of time away from the setting, for example because of illness or medical treatment

The percentage achieving at least the expected standard in all development goals includes all children except those who are exempt.

Figures for some ethnic groups on local authority level are very small, so these should be interpreted carefully.

In the analysis ‘Attainment of development goals, by ethnicity, gender and local authority’, figures for all ethnic groups except White and Mixed are based on small numbers of pupils and are highly variable over time.

What the data measures

This data measures the percentage of children who met the expected standard in development at the end of the early years foundation stage in England. It is broken down by ethnicity.

The early years foundation stage profile (EYFSP) is an assessment by teachers of children’s development at the end of the school year in which the children turn 5.

Development is assessed against 17 measures (‘early learning goals’) in 7 areas of learning.

This data covers the academic year 2015/16 (September 2015 to July 2016).

Data was collected from about 669,000 children.

Percentages are the number of children who met the expected standard in development from a particular ethnic group out of the total number of children in that particular ethnic group (not including children who are exempt).

The ethnic categories used in this data

This data uses categories from the Department for Education’s school census, which is broadly based on the 2001 Census, with 3 exceptions:

  • Travellers of Irish Heritage and Gypsy/Roma children have been separated into 2 categories
  • Sri Lankan has been added to the Asian/Asian British group but is not reported separately
  • Chinese children have been assigned a separate category

These changes were made after consultations with local authorities and lobby groups.

The categories in the school census are as follows:

White:

  • White British
  • White Irish
  • Traveller of Irish Heritage
  • Gypsy/Roma
  • Other White

Mixed/Multiple ethnic groups:

  • White and Black Caribbean
  • White and Black African
  • White and Asian
  • Other Mixed background

Asian/Asian British:

  • Indian
  • Pakistani
  • Bangladeshi
  • Sri Lankan
  • Other Asian background

Black/African/Caribbean/Black British:

  • Black African
  • Black Caribbean
  • Other Black background

Chinese

Other ethnic group

Information is provided for both detailed and broad ethnic groups categories where possible and when the data is available. The 6 broad categories used are:

  • Asian/Asian British
  • Black/African/Caribbean/Black British
  • Chinese
  • Mixed/Multiple ethnic groups
  • White
  • Other ethnic group

However, local authority data is only provided for 5 broad ethnic groups. Information about the specific ethnic categories is excluded to preserve confidentiality and ensure individuals cannot be identified. Information about the Other ethnic group is not given because DfE does not publish data for this group at these levels.

This data shows that:

  • overall, 67% of children met the expected standard in development in the early years foundation stage in 2015/16

  • children from the Indian and Mixed White and Asian ethnic groups were most likely to meet the expected standard (both at 73%); those from White British (70%) and White Irish (70%) ethnic groups, Mixed White and Black African (69%), and children of other Mixed ethnicity (69%) also performed better than the national average

  • 24% of White Gypsy/Roma children met the expected standard – the lowest level of attainment

In 2015/16 there were 93,538 children eligible for FSM in early years foundation stage (14% of children).

Eligibility for free school meals (FSM) is used as an indicator of deprivation by the Department for Education. For more about who qualifies for FSM, see the Methodology section.

This data shows that:

  • overall, 52% of FSM-eligible children met the expected standard in 2015/16 compared with 70% of non-eligible children (a gap of 18 percentage points)

  • attainment was lower for FSM-eligible children than for non-eligible children in all ethnic groups except the Gypsy/Roma group

  • Traveller children of Irish heritage, at 25%, had the lowest attainment of all FSM-eligible children

  • Indian children, at 62%, had the highest attainment of all FSM-eligible children

  • 48% of White Irish children eligible for FSM met the expected standard, compared with 73% of White Irish children who were not eligible – a gap of 25 percentage points, the largest of all ethnic groups

  • 59% of Bangladeshi children eligible for FSM met the expected standard compared with 62% of Bangladeshi children who were not eligible – a gap of 3 percentage points, the smallest in all ethnic groups

  • attainment of FSM-eligible children in these groups was lower than the national average: White British (50%), Other White ethnicity (50%), White Irish (48%), Gypsy/Roma (27%) and Traveller of Irish Heritage (25%)

  • at local authority level, Asian children were most likely to meet the expected standard in Gateshead (81%) and least likely to meet the standard in Barnsley (33%)

  • Black children were most likely to meet the expected standard in Sunderland (83%) and least likely in Kingston Upon Hull (40%)

  • 100% of Chinese children met the expected standard in Warrington, Herefordshire, West Berkshire, Knowsley and St Helens – they were least likely to meet the standard in Wigan (28%)

  • children of Mixed ethnicity were most likely to meet the expected standard in North Lincolnshire (83%) and least likely to in Liverpool (55%)

  • White children were most likely to meet the expected standard in Lewisham (83%) and least likely to in Leicester and Wolverhampton (both 56%)

This data shows that:

  • overall, 75% of girls and 60% of boys met the expected standard in development in 2015/16 (a gap of 15 percentage points)

  • out of all groups, Indian girls were most likely to meet the expected standard, at 81%

  • Gypsy/Roma boys were least likely to meet the expected standard, at 18%

  • White British girls (78%) did better than White British boys (62%) – a difference of 16 percentage points

  • the smallest attainment gap between girls and boys was between Gypsy/Roma girls (30%) and Gypsy/Roma boys (18%) – a difference of 12 percentage points

  • the largest gap in attainment between girls and boys (18 percentage points) was for children in these ethnic groups: Mixed White and Black Caribbean (74% of girls met the expected standard and 56% of boys), Traveller of Irish Heritage (45% of girls and 27% of boys) and Black Caribbean (74% of girls and 56% of boys)

Eligibility for free school meals (FSM) is used as an indicator of deprivation by the Department for Education. For more about who qualifies for FSM, see the Methodology section.

This data shows that, for FSM-eligible children:

  • girls were more likely to meet the expected standard than boys in all ethnic groups

  • 19% of boys of White Irish Traveller heritage met the expected standard – the lowest attainment of all eligible children

  • girls of Other Black ethnicities were most likely to meet the expected standard at 70% compared with all other groups

  • the attainment gap between girls and boys was largest for Black Caribbean children (22 percentage points), and smallest for Gypsy/Roma children (9 percentage points)

  • 39% of White Irish boys met the expected standard compared with 67% of White Irish boys who were not eligible – a gap of 28 percentage points (larger than for any other group)

  • 57% of White Irish girls met the expected standard compared with 80% of White Irish girls who were not eligible – a gap of 23 percentage points (larger than for any other group)

  • girls and boys were less likely to meet the expected standard than those who were not eligible across all ethnic groups, except for Gypsy/Roma children

Please note that the statistics quoted for all ethnic groups except White and Mixed are based on small numbers of pupils and are highly variable over time.

This data shows that:

  • overall, girls were more likely to meet the expected standard than boys in every local authority

  • White girls were more likely to meet the expected standard than White boys in all local authorities – the largest attainment gap was in Salford where 54% of boys and 77% of girls met the expected standard (a gap of 23 percentage points); the smallest gap (5 percentage points) was in Lewisham where 80% of boys and 85% of girls met the expected standard

  • Asian girls did better than Asian boys in 126 out of 134 local authorities – the largest gap (40 percentage points) was in Darlington and the smallest gap was in Lambeth (no difference)

  • Black girls did better than Black boys in 102 out of 106 local authorities – the largest gap (43 percentage points) was in Warrington and the smallest gap (2 percentage points) was in Middlesbrough

  • Chinese girls did better than Chinese boys in 38 out of 46 local authorities – the largest gap (57 percentage points) was in Sandwell and Portsmouth, and the smallest gap was in Warrington, Lambeth and Waltham Forest

  • girls of Mixed ethnicity did better than boys of Mixed ethnicity in 138 out of 142 local authorities – the largest gap (41 percentage points) was in St Helens and the smallest gap was in Kingston upon Thames

8. Methodology

The EYFSP is an assessment by teachers of children’s development. Children are assessed at the end of the school year in which they turn 5.

The EYFSP dataset is an statutory annual collection of child-level data from all local authorities in England, which runs from June to the end of August.

In the 2015/16 EYFSP collection, valid results for 669,151 children were reported.

Ethnicity isn’t collected as part of the EYFSP collection. So the EYFSP attainment data is matched to data on the National Pupil Database (NPD) to get information broken down by ethnic group. The NPD is linked to the school census, which provides information on ethnicity.

There were discrepancies between the two sets of data. Of the 669,151 children for whom valid results were reported in the EYFSP dataset, 669,052 were found in the NPD.

Of these 669,052 children, ethnicity was not found for 56,145 children (8.4%).

A new profile was introduced in September 2012. The first assessments using the new profile took place in summer 2013, so comparisons cannot be made with profile results from before 2013.

Pupils are included in the figures for free school meals (FSM) if their families have claimed eligibility for FSM at the time of the annual spring school census. This FSM definition includes all who were eligible to receive FSM, not only those who actually received FSM. Pupils not eligible for FSM or unclassified pupils are described as ‘non-FSM’ or ‘all other pupils’.

Parents are able to claim FSM if they receive a qualifying benefit.

FSM is used as an indicator of disadvantage, but when drawing conclusions, it should be remembered that not all eligible parents apply for FSM. Families who don’t quite reach the eligibility threshold for FSM may still be suffering deprivation.

Suppression rules and disclosure control

Values of 1 or 2 or a percentage based on 1 or 2 pupils who achieved, or did not achieve, a particular standard are suppressed. Some additional figures may be suppressed to prevent the possibility of a suppressed figure being revealed. This suppression is consistent with DfE’s statistical policy statement on confidentiality (PDF opens in a new window or tab) (PDF) .

The DfE does not publish school-level data for the early years foundation stage. Figures for the Isles of Scilly have therefore been suppressed because there is only one school in the Isles of Scilly.

Regional eligible pupil figures are rounded to the nearest 10 so that it is not possible to derive figures for these local authorities by summing the figures for the other local authorities in the region. The Code of Practice for Official Statistics requires DfE to take reasonable steps to ensure that their published or disseminated statistics protect confidentiality.
