1. Main facts and figures
- as at March 2017, 88% of NHS trust board members were White (including White ethnic minorities) and 7% were from the Other ethnic group (which combines all other ethnic minorities); ethnicity wasn’t known for 5%
- NHS trusts in London had the highest percentage of board members from the Other ethnic group, while trusts in the South had the smallest percentage
- over half of NHS trusts had at least one board member from the Other ethnic group, and 98 out of 224 trust boards (44%) had none
- 25 NHS trusts (11%) had 3 or more board members from the Other ethnic group
Things you need to know
The data comes from 224 (95%) of the 235 NHS trusts. The remaining 5% of trusts either did not submit data or the data was not of sufficient quality. Because the submission rates vary across regions, the results by region may not be representative of all trusts in that region. London had the highest submission rate (35 of its 36 trusts submitted data), while the Midlands and East had the lowest coverage (68 out of the combined region’s 72 trusts submitted data).
You should use caution when interpreting this data due to the small numbers of board members on NHS trusts. In 2017, NHS trust boards ranged in size from 6 to 23 members, and the average board had 14 members. Therefore, small differences in composition between trusts can lead to large percentage differences.
Another result of these small numbers is that differences in the number of board members declaring their ethnicity can have a large impact on the percentage of members in each ethnic group for each trust. For 26 trusts, 20% or more of their board members did not declare their ethnicity. For this reason, the data for each board includes the percentage of members for whom ethnicity was not known.
This data is based on the figures submitted to NHS England as at March 2017. It does not incorporate any updates trusts may have made and published themselves.
What the data measures
This data measures the number and percentage of NHS trust board members from each of the following 2 broad ethnic groups:
- White – including White British and White ethnic minorities
- Other – all other ethnic groups
Percentages are calculated by dividing the number of board members from each broad ethnic group by the total number of board members, including those for whom ethnicity wasn’t known. Ethnicity wasn’t known for 5% of board members overall.
This data includes all board members, including ‘non-executive members’ who are not part of the trust’s management team, and members with no voting rights. Executive members of the board are usually at the ‘Very Senior Management’ grade, for example, directors of specific functions like nursing or human resources.
The regions in England are grouped as follows:
- London (covering Greater London)
- the Midlands and East (covering the West Midlands, the East Midlands and the East of England
- the North (covering the North West, the North East, and Yorkshire and the Humber)
- the South (covering the South East and the South West)

For this data, ethnicity was categorised into 2 broad ethnic groups to increase the reliability of the data.

This data shows that:
- as at March 2017, 88% of NHS trust board members were White (including White ethnic minorities) and 7% were from the Other ethnic group (which combines all other ethnic minorities); ethnicity wasn’t known for 5%
- NHS trusts in London had the highest percentage of board members from the Other ethnic group, at 14% – this is 7 percentage points higher than the national average
- NHS trusts in the North, and the Midlands and East, had a percentage of board members from the Other ethnic group (at 6% and 7% respectively) that was similar to the national average
- NHS trusts in the South had the lowest percentage of board members from the Other ethnic group, at 4%

This data shows that:
- as at March 2017, 98 NHS trusts (44%) had no members from the Other ethnic group; however, in 15 of these trusts, 20% or more board members did not declare their ethnicity so this result should be treated with caution
- the remaining 126 boards (56%) had between one and 6 members from the Other ethnic group, and 25 trusts (11%) had 3 or more members from the Other ethnic group
- the East London NHS Foundation Trust had 6 board members from the Other ethnic group, the highest number of any board; it also had the highest percentage of board members from the Other ethnic group (at 40%), along with the Black Country Partnership NHS Foundation Trust, which had 4 board members from the Other ethnic group
4. Methodology
Data was collected in each NHS trust. Some trusts recorded board membership in the NHS’s main HR and payroll system and others used internal databases. All trusts had to enter their data into the Unify2 online collection system, which allows trusts to share their data with NHS England.
The data comes from 224 (95%) of the 235 NHS trusts. The remaining 5% of trusts either did not submit data or the data was not of sufficient quality. The results may therefore not be representative of all trusts.
Calculations of percentages includes members whose ethnicity was not known.
